Like Coirnav, RZ, and several others. What determines their unlocking? Normally on live it's events, but they don't trigger/unlock him. I don't see them as perl, or something that would trigger it.
Coirnav...kill his guardian, clear his area...but no waves...and he's still untargetable. If I had to choose, I'd rather him just be perma-targetable

I believe this is the bodytype (11=Untargetable). Look at what RZ is, there should be 2. One who is untargetable, the other who spawns when the conditions of his demise are met and makes him targetable.

However, keep in mind most of those zones are only captured at zone-in status, so unless someone captured the full RZ quest to the fight, the real RZ might not even be in the npc_types database yet. But you can create him by copying the bt 11, and changing to his normal targetable bt.

OK I changed their bodytype from 11 to 1...So they're targetable...but can't be damage...you just keep "missing".

Check their special-attack flags, make sure they are not invulnerable to attack. Or their AC/Level/Mitigation is not so high, no one can hit it. Like if you were a level 1 warrior trying to hit a level 60 NPC. You'd miss a lot until that 1 pt damage when you'd get flattened.
