Server Running very fast

Well I just got my server up and running. I started messing around with it a little and noticed that I was running very fast. All the monsters are moving very fast as well.

I did a search and saw something on the AMD Dual Core processors. I have a AMD chip but it's an old 1900+ chip.

System:
AMD 1900+
Windows Server 2003
1.5gig ram

I would appreciate any info that might get this running at normal game speed.

Not sure what was going on but ended up restarting server and client and it seems to be running at normal speed now.
