Did you download that file from your first Post that I Posted http://www.eqemulator.net/forums/showthread.php?t=24332 ? and make a new shortcut with that file? It has something to do with not running your eqgame shortcut from the working directory. So the problem is in the way you made your shortcut.

I realize it has been several years since this question was posed, but I have stumbled upon this thread and found a solution. What I believe is likely happening is you, (you the past you who started this thread, and you, the person who has arrived at this same error and now seeks guidance in the future), still have GUI XML files from your "legit" EQ playing days.
Ah! Such was my discovery, so nostalgic to see all my old characters names and their respective XML preferences listed (my Wood Elf minx of a Druid did enjoy her text box perfect to the pixel). Those were the days weren't they? Tooling around in the folder called "UIFiles" led me to this discovery. Deletion of any file not dated to 10/17/2005 (apparently the release date of my particular version of Titanium) solved the error immediately. Hope this helps anyone in the future! Follow the dates!

Just as a side note if you have a live patched client analog on to the live server you will always get GUI XML errors. Sony has been lazy and never fixed the default UI.
