Charisma and Spells

I have been playing an ENC and have some issues with the lack of CHA items on the server. The server admin said to check and see if the emu even uses Charisma in spell lines such as Charm, Mezs, Pacify's, etc, as it does on the live servers.

I have done some searching for awhile and cant really find a difiniative answer.

Any help or info would be appreciated, thanks.
