plugin try_tome_handins

I don't have the plugin try_tome_handins, where might I get it, if I need it? I have another question would me lacking this file be the cause of my problems with turning in the starting item "A_tattered_note" because on almost all the different race/class combinations, the person I turn it into just gives it right back. I check their quest files and it seems they all have plugin try_tome_handins. Thankies.
