This was reported by one of my players (thanks Mitch!), and I did some testing to find the true culprit. Going to repost our correspondence, as it sums it up pretty well.

Just did some testing. I did the turn-in on my SK, and it gave 250 XP. That's with the 5x AAXP modifier for the server. My AA bar moved in huge ways. Doing the turn-in a second time, it moved hardly at all. More turn-ins each gave the same numeric value, but tiny movement of the XP bar.
Had the same experience in Chardok. For a green goblin skin, Herald Telcha gave me 40k AA XP (8k normally, but 5x AAXP modifier again), and it jumped leagues. Doing the turn-in a second time, I hardly got anything at all. Subsequent turn-ins gave the same numeric value, but also very minimal movement of the XP bar.
I'm beginning to feel there may be some sort of visual error that's causing this, as the hard numbers follow what they should, but the UI's display is erratic and unpredictable.
Aha! Finally watched my AA XP bar between zones. Even though I was filled to just past 4 yellows, it had dipped to 2.7-2.8 yellows when I zoned. Doing the turn-in to Herald Telcha again (I was going back and forth between the Bazaar and Chardok), it filled to where it had been previously, plus the 40k from him. So that explains it.
It seems it's just a display error that results when you have a partially filled AAXP bar. I wasn't able to see it happening when I had a fresh bar of AAXP with no fill, just following an AA ding. It seemed to be at the right amount. The problem must progress the higher the bar is filled when you zone.

It doesn't seem to be very important, as it's simply a visual bug, and the actual amount of AAXP is recorded correctly. I was kind of freaking out, though, when told that a quest turn-in that gives 50 XP was actually filling a full yellow of AAXP. I just wanted to be sure that this was posted as a known issue.
