Major problems

I was able to get hailing NPCs to work when I negated past the tutorial zone for a Froglock Cleric, but than I tried a warrior in a completely diff zone and hailing NPCs does nothing, I'm pretty sure I'm missing some files.

Is there a way to manually download all the files I need for quests and items without pearl? I believe something is wrong with it.

I also cannot do GM commands outside the tutorial zone.
