Error starting game

getting this message when i tried to put this game on my brothers lab top and we double click on the link.
Error: could not download to file. Please rerun everquest.exe to try again.

Sorry more info some reason it is patching to the game i think but i have tried to uninstall and reinstall but it still does it can anyone help no fix that?
