Newb Question: Whats the EQ admin tool?

WHat is it and where do i get it? I'm slowing inching closer to getting this work only problem I've gotten so far is I can't flag as a serverop

The admin tool allows you to easily modify damn near everything in the database you've imported for eqemu. I'd suggest going over to the 3rd Party & Worldbuilding forums, there is some info over there, or just downloading the tool and reading the readme.txt.
