Make sure you have the correct ports open to allow outside connections. Check the FAQ in my sig for details.

Make sure you used port RANGE forwarding, and not just normal port forwarding, as they are not the same thing.

Also, if you want to verify whether it is a port issue for sure or not, set your server as a DMZ in your router and have them try again. If they can connect with it set as a DMZ, then you have a port setup issue when the DMZ is disabled (as it should be normally). You don't want to leave a DMZ enabled, as it opens up security risks, but it isn't bad to set it for a while just to test. If they still can't connect when you have the DMZ set, then you have some other problem.

Another possible problem would be if you are using the Public Login Server and you set the address fields of your config file that are supposed to be commented out for most setups.

If you are trying to run a public server, you shouldn't uncomment these lines like you did:

<address>localhost</address>
<localaddress>localhost</localaddress>

Comment them back out and it should start working, or at least be 1 step closer to working. They should be like this:

<!-- <address>localhost</address> -->
<!-- <localaddress>localhost</localaddress> -->
