Health bar never fills

I am running EQEMU Rev 1664 with Bots and peq DB Rev 1589. No major problems other then the health bar will never get to full. At low levels it stays around 82% and at level 54 it stays around 53%. What could this possibly be?

Are you using SoD as a client? There's a rule in the database to use the newer SoD formula for health and mana calculations. Make sure it is turned on.

I am using secrets of faydwer and it would not fill so I turned that rule on and it still would not fill. I read in one post about possibly the wrong or incorrect opcodes file, but I am not sure which file or what to change or if it is even in the ballpark.
