I am unable to create new chat windows, use any filters, change faded levels. I have changed my UI several times, including back to the default UI.
Nothing seems to work.

I am on the Project1999 server if that makes a difference.

I would suggest asking for support on the P99 forums, as we don't support individual server issues here and yours is not a common EQEmu issue that I am aware of.
