Cant Connect to MySQL server

I have been using Navicat Lite and was able to connect until I started downloading Georges tools, something got messed up and now I am unable to connect, the error I am getting is 2003 - Can't connect to MYSQL server on *host* (10060).

I have searched forums, tried asking in irc, Looked thru wiki, checked navicat and google for error code or even a fix and came up with nothing. Please if anyone has any suggestions on how to fix this I am open ears to try anything.

Most likely is that you have your host configured wrong, the MySQL server isn't running, or you have firewall issues.

Are these on the same host?
