Question regarding #spawn command

according to readme file

"#spawn command

**Note: Not all races will work in any certain zone. The model has to be in the zone file or the global files or it will show up as human. "

where are the zone zone file and golbal files, is it a client side setup or server side setup and if i want to be able to spawn all races in all the zones, how should I do the setup?

There is no possible way to spawn all races in all zones without modifying some of the graphic files, and that would be a pain in the butt. All of the gods can be spawned in all the zones, mainly it means that you cant spawn qeynos guards in karnors.
