Paladin Epic 1.5

Is the Paladin 1.5 Epic working? I setup my server and it runs fine, but Irak Altil isn't in HoH it looks like he isn't setup there and I need him to start my 1.5. Is there a way to fix this?

It doesn't seem the 1.5 is in place, nor is the pre-quest (quest for those that do not have the 1.0).
