Set the EnableMailKeyIPVerification rule to false.

As a side note, only zone.exe and world.exe and 100% necessary to run a server, UCS is just the Universal Chat Service for Friends Lists, and Channels, I don't run these on my server as they aren't necessary, although I may start using them in the future.

I beleive KLS mentioned running an older version of UCS when the CMake migration happened. I've been doing that until someone gives word that the new UCS is bug free and it seems to work fine so far.

My last compile was on the 17th and UCS works fine for me.
Zamthos, its not required but you ever try to play on a popular server without it?

Set the EnableMailKeyIPVerification rule to false.

This was the fix.

Where is this rule at? I don't see it in the rule_values table. And if added, what should the key name be?

World:EnableMailKeyIPVerification?
