template & updated_templates Howto?

I reviewed the templates and updated_templates after compiling and get the general gist of what they are but after following https://github.com/EQEmu/Server/wiki/PEQ-Setup-using-XAMPP, I am at a loss how to setup the templates.

Advice or a howto?
