Couple Questions

I made a clicky item that summons a merchant, although when I used that in a zone outside of where he naturally exists he didn't work. Is there a way to make a merchant list global?

Clicky items saying (Ready) even when they're supposed to be on cooldown, anyway to fix this?

Where are the Merchant Lists set for each zone specifically at? Looking around in the DB and I don't see any tables that would have or do have that data.
