Strange issue with NPC summoning special_ability

Ok, I have tested this issue with the mobs in Umbral Planes and it functions as it should. I have a custom raid zone with custom NPCs, three of those NPCs have the special_ability 1,1 set so they will summon. The problem I am seeing is that if a character attempts to gate out while fighting one of them they get pulled right back into the zone even though it goes through a Loading, Please wait...

Has anyone else encountered this and know what I may have set wrong?
