Some zones have passive monsters

Hello,

So I've been playing in my server for a week or two, and it's been great. However, I noticed today that some zones have passive monsters. In these zones, I cannot attack the monsters (no message, attacks just do nothing), and the monsters always con indifferent, even when they should be KoS.

Some affected zones are South Ro, North Ro, Commonlands, and West Freeport. Most other zones seem fine.

I'm using cavemandude's PEQ files from 8-15-14, and the eqemu branch source from about a week ago.

I'm guessing something is wrong with the specific maps, but I'm not sure how to fix it. Is this a fixable problem?

These zones aren't finished, so combat is disabled. RoF+ doesn't have access to the old versions so the are allowed to enter these unfinished zones for travel
