Offline Server Setup/tools

Hail,

It's been a minute! So my situation sucks. I'm currently on deployment right now and I only have a few days of internet before I leave this port. What i'm trying to do is setup a server with minilogin/private login server so I can play while I am underway. I plan on usking Akka's server pack for the meat and potato's, but I am not sure which tools are available for offline use for the following:

Item Creation
Spell Editing/Creation
Quest Editing

If anyone can point me in the right direction, that would be awesome!

i ll only talk about my experience and i used AXCLASSIC by the past to make my own server and it worked perfectly.
