No Spell Particles

I'm testing some things out, and I've run across an issue where spell particles aren't displaying in any capacity. There's no casting particles on my character and no effect particles on the target. Where would I begin tracking down the problem?

I've verified that I have spellsnew.eff and spellsnew.edd, which is the only suggestion I've been able to find by googling.
