Spell casts when using taunt skill

Ok I am trying to make a spell I can add to an item as a worn effect. This spell will cast a root when the player uses the taunt skill. Nothing I have tried has been able to get this to work. The worn effect never shows up on the item when I add it. Anyone help me figure out what I am doing wrong?

Hmm after finding an older post it may have to do with how high my spell ID is. Will test this out after work.

Once you have a spell that you want to add to an item how do you do that? The only thing I can figure out is how to add a clicky effect to an item and even then the clicky has to already exist I don't know how to make a new spell a clicky.

So question is, once you had this spell how did you add it to an item?
