How could i go about creating a zone? What kind of software would it entail. Or for even editing the zones.
Would 3DS Max work at all?

There's currently no way to edit the zones, but people are working on it. The zones are meshes with face, object and lighting information embedded, it's my belief they were made in 3DSMax or a similar app, with a custom written plugin to add the non-MAX details.
Needless to say, with the current work on decoding the format, it shouldn't be long before zones can be modified and placed back into EQ.

They are made in 3dsmax. So are all of the character models and NPC models.
Want proof? Take a close look at the screenshots:

Notice the program name and filename on the title bar?

While I do believe the zones were done in 3D Studio MAX, those pics don't show any zones in the program, so it's still only really guessing. Some seem to believe the zones were created in Valve Software's Hammer (formerly Worldcraft) but I don't think that's the case - the zones don't lend themselves to a brush-based architecture.

yea i can probably figure out a way to import the mobs to be edited in 3DSMAX but the thing is, is when i go to edit them, they wont have the right texture, because i am no where near a professional.

According to some informations i grabbed some times ago, zones and models would be made on 3DS Max on a plugin developed by / for VI or whatever company first modeled EQ...
Feel free to inform me if im wrong, perhaps it was just a scam..

VI use (or used to use) a custom utility called MAXCONVS to export their models which sounds to me like a plugin for 3ds max. The info at the top of every model file is ..
