sync with Frames Per Second.

*Pre-Luclin textures now load and
display correctly!

*Added an options dialog.
(Check the menu)

save upon exiting.

*Ability to toggle:
MIP Mapping
Texture Compression(if available)
32/16 Bit Textures

*New Strafing keyboard commands!
(Check Hotkeys dialog)

*Water, glass, and steam are now
transparent and display MUCH
more accurately.
