Is a self levelling NPC possible?

Hi all,
I have an npc which is designed to pick on any random PC that zones in.
I want to be able to read the target PC's level and make the npc the same or possibly 2 levels higher (thus providing competition). Is this possible?

Tried getting the level of the PC he targeted, and couldn't find a way to set that figure as his new level???, I know I can do it from my GM pc using setlevel and a repop, but HOW does that translate to doing it ingame??
