Changing Spell Levels

Can anyone tell me if spell mem level is one of the many ambiguous fields under spells_new. or is it something like the "skill" field, and then somewhere else the class determines when that skill value can be memmed?

I would have thought it was "classes 1-16" but the values do not seem to match the game for that.

Okay...clearly the "classes 1-16" have to do with who can use the spell. All the values seem to be 255 except for those "classes" that can use them. Except the values in place of the 255 don't match the spell when inspected...

what am I missing?

Okay, another update. The "classes 1-16" are in fact where the level of use for each respective class is...but some aren't right and can't seem to be changed...Is there another field somewhere? WTF?
