missing quests

I had someone report that this quest NPC wasn't responding to hails: http://everquest.allakhazam.com/db/quest.html?quest=2666

Check github and sure enough there doesn't appear to be a quest for Ulessa Bladesoul. There is one for Paldar Bladesoul though - https://github.com/ProjectEQ/projecteqquests/blob/master/sleeper/Paldar_Bladesoul.pl

Haven't looked, but if it was missed it was probably skipped because it was marked incomplete. A lot of missing info. I probably wouldn't write it without a comprehensive review.
