Database Cleaning?

I read somewhere that there was a tool for maintaining the PEQ database that would allow an admin to wipe out old login accounts, and their related characters, etc... I didn't pay much mind to it because at the time I didn't think I'd need such a tool. Today, I checked my database and noticed there are a bunch of old accounts so obviously now I'm interested in either...

1. That tool so I can remove login and character accounts from the database

or

2. Instructions on how to properly do it through a GUI like HeidiSQL or such. Does anyone have any information on how this can be done?

If the tool is #1 is no longer available? I checked and can't seem to find the info or the tool that I read about a week or so back. I appreciate any info.
