It looks like the zip downloaded corrupt. I would try re-running the installer

I just ran this on Windows 11 on my new laptop, and it installed with no issues at all. Just FYI.

I was checking things out. If one downloads the "stable" zipped binaries, it comes up empty. But the "unstable" comes good.
