No Target's Target Window or Mob Buffs

I just set up my server and am using the Titanium client. I dont have target's target window and my target window doesnt show mob buffs/debuffs. Is this becasue of the client or is there something else i need to change? If its a client issue, what client would i need to use to get targets target window? Also i dont seem to be able to pan the camera around from third person. I swear that was possible in EQ, any ideas?

Those require LeaderAA's to be gained and spent. There are some server rules you can adjust to auto-grant HoTT.
