Adding mobs to spawn table

What is the best way to make mobs repop so that i can have them repop after i kill them :) think i have the part about the moving of the NPC down but not real sure on the best way to make them pop to start with other then to spawn them on demand.

Ok I know the commands to make mobs spawn using the command but how do you make them part of the spawn table for the zone?
