Automatic flagging

I was just wondering if there was a way to have accounts automatically flagged at a 10 or 20 status when they are created. I searched the forums and found nothing on the topic. Just wondering, since it may be useful for while I'm still building the database (that way I'm not constantly petitioned to flag someone so they can #level). Thanks.
