Your Forms are bug'd

Once the GM application form is completed, you are 'required'
to fill out a GUILD creation form. It tells the user that the
GM application is incomplete until the GUILD form is completed.

Someone applying for a GM position might not be interested in
forming a new guild.

For the server, GM have access to move character or whatever a GM need to do (+ the GM events)
We are 2 admin for the server so we should be able to correct any bug asap.
For the "huge" bugs that require a "reboot" of the world/zone servers, will cumulate them into patches to get down the server fewer and for minimal time .
Since we are all euro, for now, and it appears that several American wish to play on it, we need GM on same time zone. thats the reason of this recruitment.

Well i am in the PST time zone and wouldn't mind GM'ing.
I'm curious to see how the project is going anyhow...

There aren't too many good eqemu servers up, and one that
has a good foundation like this may be interesting.
