Meaning of Legit/Semi-Legit?

Could someone explain to me what exactly these are? What can be done in either that can't be done in EQlive?

Legit is basically only the GMs can use the special commands.
Semi Legit usually means if you do something special a GM may give you access to the commands or only certain commands are available.
Non-Legit means you just ask a GM and he will give you all the commands or youll start off with them.
