Open a prompt. Enter msconfig and hit enter. Remove the checkmark by it in your startup.
Alternate:
Open your startup folder, which resides in the Windows folder. Delete mysql if it's in there.
(Hard way)
Enter the registry
LocalMachine/Software/Microsoft/Windows/CurrentVersion/Run - delete mysql.

The recommendation works in windows 98. I don't like NT and migrated to Linux when I was asked to use it and all of its children.
In Windows 98, you can type msconfig in the run window, or in the command window.
