Really Slow/Laggy?

I got into the EULA page and at first it doesn't move the mouse at all, but when I press ALt + F4, I can move it but everything is really slow and the screen keeps blinking..

What did I do wrong?

Sounds like a video problem - check your drivers and direct X setup.

My sister had same problem all it was is that her video card was out of date we put in another one that was lying around the house and it improved it, now she is savin money to get a new one,
