Is it possible to make a local server and play without the EqEmu Patcher?, if this has already been answered could you please address me to the topic.

Strictly speaking you can't 'play' as there is no 0.5 DB (that I have seen). If you don't have the EQ client patched to be compatible with the 0.4.4 server, you will just have to wait until 0.5 is finished.

What is IDE in step 7? i checked Help using the string IDE and got some intresting areas but none could answer my question
what app does it apply to. Everything it says to dl i study and learn about so i can use it as a proper tool but having a rather eclectic education i dont know alot about coding, yet. but i want to learn... My goal is to help build DB or any small way i can help.

IDE = Integrated Development Environment, IIRC.
I just changed the wording in the tutorial to avoid outdated jargon:

I have done everything in the forums and still cannot play!
I have read and read. I keeping an error message that says bad user/pass i have the forum account active but still i get this message HELP please

If it says your SONY user/pass is wrong, then you didn't change your eqhost.txt file like the readme tells you to do.
