Can't use #commands

Hi,
I tried few server now, my own server but some green server too.. and no #commands works at all, even #help
when I try it just do nothing...

trying again with the source from sourceforge files.

and timeout few minutes later..
But I think I created a wrong DB, will try to find a good one.
