Problem with EQW lately...

When i run my EQW ( eq pops up as well) locking the comp up until i control+ALT + DELETE ov course but any answer to why it does that ?? just help me out if you can

well ive been trying to load op the eq item editor i put in the info its totally correct i checked 10 tiems heres the error;
DB connection failed!

okay trying to make a server and i got the mysql file and i copyed the db file but i have no idea where to put it. it says put it in <C:/mysql/bin where s the bin part ( i hope you understand me):p...
