Help on world.exe

I am setting up a server, and following the readme instructions, but when I get to the part about launching world.exe, it doesn't really work. Some text pops up really quickly and the window shuts...

Expansions!

Ehm... I have all expansions installed on the computer, can I use em in EQEMu in some way? :) If so, how? :)
When I log onto the creat a char screen I can't create neither a froglok nor an iksar.
