Almost there, but one big problem

I am set up in my server and everything, but it seems like I cannot go to a lot of zones, when I use the command #zone ___ it boots me back to character select or login page and pops a message up...

I am configuring my computer to run a publin login server and I am following the readme without problem except now it says run publiclogin.exe, I can't seem to find that file in any zips or any files...
