Also check your default.ini file in you EQ...

Also check your default.ini file in you EQ directory and look for a listing that should says something like Windowedmode=True change it to false.

I am having the very same issue. A friend of mine burnt everything he had his whole setup to a DVD for me and it is working for him but not for me no idea why? I also am not running with a router...
