Exclamation How to enable "Bots" in my server?

I am learning to build my own server, everything seems to be fine, but I want to know how can I allow Bots to be created?

I made myself with status 250, and I still cannot use the command #bot
...

Cool I would say this is a great server, the network...

I would say this is a great server, the network response to my cheap ISP is great... zone fast, level fast, and I enjoy the gmspeed sooooo much! :D
