Skeletons were always KoS but decaying skeletons (level 1 - 2) were not. There were some skeletons at that cave entrance in Toxx that were KoS however. I don't remember if they were decaying or not.

They are supposed to be kos and I don't care what ANYONE says, the decaying skeletons in all newbie areas were NEVER kos in classic eq. They were always indifferent.
