I dont even want to give them 0 power

I dont want players to summon items and stuff I want them to be like they are on real eq with no power but to play. I'm trying to run a legit server for like 10 people is there a way to go lower...

its with dark rogues server pack. download the latest build of the emulator from this site and do it manually
