If you don't have a purchased copy of LDoN then you'll need to download the files before you can play in those zones. Just start EQLive, go to the Advanced tab and check The Lost Dungeons option....

The only way you could "get around" this is if:
You managed to talk yout ISP into allowing you to run a server (very doubtful).
Some ISPs have "business" accounts or similar....
