Problems with d3x9_30.dll

I am trying to download the game, have downloaded a couple times already and I keep coming up with the same error. The top reads eqgame.exe system error and below that is says, The code cannot proceed because d3x9_30.dll was not found. I downloaded the 2 programs it said to in the video but am still getting that same error. Can someone please tell me what to do to correct this!

You are missing directx 9. Installing the follow should fix your problem.
