How do Spells that give procs work?

I was looking at a spell, "Spirit of the Puma", and I was wondering how these actually work. To make a spell that gives a buff that makes the person proc, do you have to make like two different spells? One that gives the buff, one for the actual proc? I'm just a little confused and wondering how that system actually works.
