Default Level cap on servers

Is the level cap hard-coded into the emulator?
If not I noticed an area in rules set that allows you to change the level, but once I level past 65, the zones longer allow me to zone. I get a zone denied you entry message.

im not quite sure what to make of this
yes, there is a table that lets you set the max level, along with the max experience level.
and what do you mean "the zones no longer allow me to zone"

what zone is it?
have you tried other zones?
what is your max level set it?
is the zone flag protected?
is the zone status protected?
do you have the correct zone file?
